install_dir now says WHY it has no answer instead of "cannot get install dir" -- not a dependency on this platform, or declared and absent. The two point in opposite directions and the old wording pointed at neither (openxlings/xlings#487). GLOBAL and CN verified byte-identical (sha256 158da808…).

pkginfo.install_dirnow names the cause instead of the internal state:"NOT a dependency of on this platform ()" vs "declared as a
dependency but no payload is on disk". The two send the reader to opposite
places — the recipe’s platform sections, or the dependency install — and
cannot get install dirsent them to neither (openxlings/xlings#487).GLOBAL and CN assets verified byte-identical
